BBC Gaza Documentary Deemed a 'Major' Infringement of Broadcasting Regulations, Declares Ofcom

The public service broadcaster committed a "serious breach" of media regulations by omitting to mention that the narrator of a programme about the Gaza conflict was the child of a Hamas official, as determined by British broadcasting authority Ofcom.

An investigation by Ofcom into the programme Gaza: How to Survive a Warzone has concluded that the documentary was "materially misleading".

The BBC's director general had previously apologised, stating there had been "a major oversight in relation to factual correctness".

Ofcom has ordered the BBC to broadcast a evening statement about its conclusions.

"As this represents a major infringement of our rules, we are ordering the corporation to broadcast a announcement of our conclusions against it on BBC Two at nine o'clock in the evening, with a schedule to be confirmed," the statement read.

'Risk to Damage Trust'

The watchdog's report said: "Our probe found that the film's lack of disclosure that the voice's male guardian served in a post in the Hamas-controlled administration was significantly deceptive.

"It meant that the public did not have critical information which may have been very significant to their evaluation of the presenter and the content he shared.

"Credibility is at the center of the connection between a media organization and its audience, especially for a state-funded media outlet such as the public broadcaster.

"This error had the possibility to undermine the exceptionally strong levels of trust that audiences would have put in a factual film from the broadcaster about the Israel-Gaza war."

The film was pulled from the BBC's streaming service in February after the boy's personal associations emerged, and in the month of July an broadcaster's internal assessment concluded it infringed the broadcaster's content policies on truthfulness.

A corporation official said: "The authority's determination is in accordance with the results of the corporation's inquiry, that there was a serious error in the documentary in relation to the broadcaster's journalistic policies on accuracy, which corresponds to regulation 2.2 of the authority's broadcasting regulations.

"We issued an apology for this and we accept the authority's determination in complete. We will follow the penalty as soon as the timing and wording are confirmed."
